01 — Background

Where policy meets execution

Advising institutions and leading teams through complex challenges, high-stakes environments, and periods of significant transformation.

I'm Jama Noor — a Senior Executive, Management Consultant, and public policy professional with over 15 years of experience driving strategy, organisational leadership, and sustainable impact across corporate and international development organisations worldwide.

Throughout my career I have worked at the intersection of policy, strategy, and execution — advising institutions and leading teams through complex challenges, high-stakes environments, and periods of significant transformation. My work spans organisational design, programme management, and strategic consulting, with a consistent focus on building the capacity of people and institutions to perform at their best.

I provide tailored consultancy on organisational leadership, strategy, project and portfolio management, and programme evaluations — helping institutions and teams build the capacity to deliver under pressure and at scale.

My academic formation deepened this work. I hold the Master of Public Policy (MPP) from the Blavatnik School of Government, University of Oxford, and the Oxford Executive Diploma in Organisational Leadership from Saïd Business School — the latter completed during the height of the Covid-19 pandemic, where I served as class representative and helped a cohort of over 50 global leaders navigate an extraordinary disruption with resilience and purpose.

I believe the most durable form of change happens when strong institutions meet strong leadership. This site is where I think through those ideas in public.

Ideas & notes

A living notebook of half-formed thoughts and questions that don't yet have answers — drawn from public policy, leadership, and the complexity of building in difficult contexts.

The most valuable thing a diverse cohort teaches you
You learn as much from 50 peers as from any professor — but only if you're genuinely curious about how their context differs from yours. The willingness to be changed by the encounter is what separates education from information.

Crisis as a leadership accelerant
The pandemic didn't create leadership capacity — it revealed it. The best leaders I saw weren't the ones with the best plans. They were the ones who could hold ambiguity and still move people forward.

On the ethics of representation
When you represent others — as a class rep, a policy voice, a leader — you carry their trust. That weight shouldn't make you timid. It should make you more honest about where your judgment ends and their interests begin.

What Oxford doesn't tell you before you arrive
The institution is extraordinary. But the real value isn't the lectures — it's the network of people who have committed to thinking seriously about hard problems, and who you will carry with you for the rest of your career.

African governance needs African frameworks
Too much of public policy training exports Western institutional logic into contexts it was never built for. The question isn't how to adapt those models — it's what new models the continent's own challenges demand.

Don't be scared — be excited
The most honest advice I can give anyone chasing a big dream: the fear of getting there is always louder than it deserves to be. The achievement of being accepted is itself remarkable. Let that be the fuel.
